Speaker Bios

Shannon Culpepper, Recycling and Education Specialist, Chatham County

Shannon Culpepper is a recycling and education specialist with Chatham County, where she manages the recycling, household hazardous waste and education programs. Culpepper created “Don’t Waste it!”, a solid waste educators guide for North Carolina. Through an EPA Environmental Education Grant in 2022, Don’t Waste It! was expanded to five states in the Southeast, with in-person and online workshops reaching hundreds of educators each year.

Anthony Tindall, Solid Waste Coordinator, Cook County

Anthony Tindall was appointed solid waste coordinator for Cook County in 2022. In this role, Anthony manages the Cook County Department of Environment and Sustainability's Solid Waste Division, coordinating solid waste planning efforts for the county's 134 municipalities and managing implementation of its solid waste and recycling policy plans. Previously, Tindall worked for nine years as the policy and sustainability manager for the Forest Preserve District of Cook County. He currently serves on the board of directors for the Illinois Recycling Foundation and the national advisory board for the Union of Concerned Scientists.

Matt James, Grant Development Manager, The Recycling Partnership

Matt James is a Grant Development Manager at The Recycling Partnership. His background is in coordinating efforts between recycling processors and local governments, having served for five years at the North Carolina Department of Environmental Quality’s recycling office as a grant manager and technical assistance provider.
